Activating the playback speed controls in your videos is done in your Theme.
Navigate to your Theme >> Player Settings >> Playback Speed:
Once activated viewers will have additional options to change to .5x, 1.25x, 1.5x and 2x speeds:
Allow viewers to adjust the speed of the video
